HISTORY
The Cesar E. Vergara Memorial High School was established in June 2006 through the initiative of Mayor Julius V. Vergara and Schools Division Superintendent Dr. Tarcila P. Javier. It is located in a 2.5 hectare lot owned by the City government situated in Barangay Lagare Cabanatuan City and named after the late father of Honorable Mayor Jay Vergara. The school was organized to serve the populace of Barangays Lagare, Obrero, Cruz Roja, Daang Sarile, Lourdes, Bakero, and Bagong Sikat.
In its humble beginning, the school has only 1 building which has 3 classrooms, one serves as the Office of the principal and faculty room. The school began with 88 first year students, 3 teachers and Mr. Romeo R. Hipolito, ES-I Science as the Officer-in-charge from June 2006-November 2006.
November 2006, Dr. Mary Jane P. Santos took charge of the school. In year 2007 two buildings were constructed, one was donated by the city government and the other was donated by the provincial Government.
October 22, 2008 after the former head teacher was promoted Mrs. Mary Jane V. Ipurong the new designated officer-in-charge assumed the office. Under her management, the school was given again another building by the city government. In spite of the lack of money of the school, we were able to put up different facilities like concreting of the main gate, computer laboratory, steel benches, stage, basketball court, and student’s center through fund raising activities.
Another phase of the school’s journey took place when Mrs. Ipurong was promoted as Principal II and was assigned to another school in year 2012. A newly promoted principal, Mrs. Rosario S. Soriano was assigned to lead the school, who has already shown an excellent performance during her first few months of leadership. During this time when five (5), 21” monitors were put up by the school through a fund raising activity by the SSGO. The said monitors are placed in different classrooms.
After the outstanding leadership of Mrs. Soriano, she requested to transfer at San Josef National High School on July 15, 2013. On the same date, Mrs. Eloisa O. de Leon was installed as the new Head Teacher III/OIC of the school. In her period, she has accomplished several projects like renovation of Blue House and now existing as another faculty room, construction of the Pergola has started, and the original faculty room was developed. Her leadership was very short but meaningful for she was transferred to another school on September 17, 2013 and replaced by Mrs. Leonora C. De Jesus.
As the new head of the school, she was able to finish more projects for the cultivation and betterment of the school such as finishing the Perigola, beautification of school gardens and students’ lounge particularly the Mathematics and MAPEH Park, two units of comfort room, landscaping of flagpole area, repairing of stage including the steel matting which is used as movable fence, rehabilitation of Principal’s Office, putting up of signage/ school name in two strategic places, construction of five classroom buildings which are presently utilize as the library, guidance office, and additional classrooms for the students. Moreover, in a short span of time, she facilitated the first ever “Search for Mr. and Ms. CEVMHS 2014” that helps students in honing their abilities, as well as the “Search for Best Bulletin Board” in school and the fulfillment of helping indigent children in the Barangay through an Outreach Program with the assistance of her teachers as donors.
It was October 10, 2015 when Mrs. Imelda D. Sison was installed as the seventh School Head of the school. Presently, she is the first School Head to have the Principal item in the school. One of her major accomplishments includes renovation and improvement of the Faculty Room and repainting of the school buildings and construction of perimeter fence (partial).
At present the school has already fifteen (15) classrooms accommodating the 750 students from Grade 7 to Grade 10 , 27 nationally funded teachers, one bookkeeper, one disbursing officer, office clerk.Two utility workers and one security guard are being funded by the parents to help in the smooth operation of the school.
With the joint effort of the parents and teachers the school continues to provide quality education that will produce students who are academically good, well-disciplined and God fearing.

PANGKALAHATANG PATNUBAY AT ALITUNTUNIN NG PAARALAN ALINSUNOD SA CHILD PROTECTION POLICY
Ang Mataas na Paaralang Cesar E. Vergara ay isang paaralang nagbibigay ng libreng edukasyon sa lahat ng mga mag-aaral na nagnanais na pumasok at mapabilang dito. Ang lahat ng mga mag-aaral ay poproteksyunan ng paaralan laban sa lahat ng uri ng diskriminasyon, pang-aabuso at bullying. Katulong ang lahat ng mga guro at kawani sa pagbibigay ng proteksyon sa mga mag-aaral at siguruhin na natutugunan ng paaralan ang kanilang mga pangangailangan.
I. Ang lahat ng mga mag-aaral ay inaasahang pananatilihin ang kapayapaan ng paaralan sa pamamagitan ng pagsunod sa mga alituntunin at pagkakaroon ng maayos na ugnayan sa ibang mga mag-aaral gayundin sa mga guro at iba pang empleyado. Sila ay inaasahang susunod sa mga nakatalang alituntunin at responsibilidad:
a) Sundin ang mga alituntunin ng paaralan dahil ito ay para sa kanilang kabutihan at alinsunod sa kanilang paglago bilang isang mabuting tao.Sila ay inaasahang iiwas sa mga sumusunod:
1. Paggawa ng mga bagay na may kinalaman sa diskriminasyon o pamumuno sa isang grupo na syang gumagawa ng diskriminasyon sa isang mag-aaral dahil sa kanyang pisikal na anyo, kahinaan o estado sa buhay;
2. Paggawa ng mga gawain na hindi karapat dapat at malalaswa;
3. Partisipasyon sa mga bagay o gawaing illegal, hindi ligtas at mapang abuso sa ibang tao o mag-aaral;
4. Pakikipag-away o pagpapakita ng ugaling mapusok;
5. Pagdadala sa loob ng paaraalan ng mga pinagbabawal na bagay tulad ng mapanganib na sandata, bawal na gamot, alkohol, nakakalasong kemikal, sigarilyo at mahahalay na babasahin; at
6. Paggawa ng mga gawaing hindi angkop sa loob ng paaralan tulad ng pagsusugal
b) Kabilang din sa mga ito ang mga sumusunod na alituntunin na inaasahang susundin ng mga mag-aaral:
1. Pagsusuot ng uniporme araw araw. Ang pagsususot ng sapatos ay parte ng uniporme.
2. Pagsusuot ng ID sa oras na pumasok ng paaralan at iwasang ito ay tanggalin para sa kanilang pagkakakilanlan
3. Pagpapanatili ng nararapat na gupit ng buhok sa mga lalaki. Hindi pinahihintulutan ang may ibang kulay na buhok para sa lahat ng mag-aaral
4. Hindi rin pinahihintulutan ang pagpasok ng mga babaeng mag-aaral na may make up at may mataas na takong na sapatos.
5. Pagpasok sa klase araw araw at pag-iwas sa pagiging huli sa pagpasok. Tuwing Lunes ay magkakaroon ng Flag Raising Ceremony na dapat daluhan ng lahat ng mga mag-aaral. Upang magkaroon ng kaayusan at mapanatili ang disiplina sa Flag Ceremony, ang gate ng paaralan ay isasara kapag nag-umpisa na ang seremonya at mananatiling nakasara hanggang hindi ito natatapos kung kaya’t ang mga mag-aaral ay nararapat na pumasok nang maaga tuwing Lunes upang makadalo sa gawaing ito.
6. Ang mga lalaking mag-aaral ay hindi pinahihintulutang magsuot ng hikaw samantalang ang mga babae ay hindi pinahihintulutang magsuot ng higit pa sa isang pares na hikaw.
7. Pagpapanatili ng kalinisan at kaayusan ng mga silid aralan at ng buong paaralan
8. Gamitin ang mga pasilidad ng paaralan sa maayos na paraan.
9. Ingatan ang lahat ng mga kagamitan ng paaralan kabilang na ang mga libro, upuan, kagamitan sa canteen, mga halaman at iba pa. Anumang bagay, kagamitan o pasilidad ng paaralan ang mapatunayang sinira ng intensyonal ay maaaring papalitan sa mag-aaral na nakasira.
10. Inaasahan ang kagandahang asal sa lahat ng oras at pagkakataon.Iwasan ang mga salitaang malalakas na nakakaabala sa pag-aaral ng iba pang mag-aaral.
11. Ang mga guro ang inaasahang tagapatnubay ng mga mag-aaral kung kaya’t ang lahat ng mga mag-aaral ay inaasahang magbibigay ng paggalang at respeto sa kanila.
12. Ang paggamit ng Cellphone at iba pang electronic gadgets ay hindi pinahihintulutan sa oras ng klase, maliban kung ito ay kakailanganin sa talakayan.
13. Hindi pinahihintulutan ang pag-uwi sa tanghali ng mga mag-aaral upang maiwasan ang aksidente at hindi pagbalik sa paaralan, maliban kung may liham pahintulot o pagsundo ng magulang.
Kung sakali man na ang mag-aaral ay lalabag sa mga alituntunin ng paaralan, siya ay sasailalim sa pagsisiyasat at kung mapapatunayan ay maaring mapatawan siya ng kaparusahan depende sa bigat ng pagkakasala. Ang paaralan ay maaaring magbigay ng angkop na pagdisiplina sa mga mag-aaral na hindi magdadala ng pag abuso at pananakit sa kanila.
Ang mga sumusunod ay maaaring ibigay ng paaralan para sa mga hindi mabibigat na paglabag upang ang mag-aaral ay magkaroon ng pagkakataon na itama ang kanyang pagkakamali o nilabag na alituntunin ng paaralan.
Unang Paglabag – Pagbibigay ng babala o warning ng Gurong Tagapayo
Ikalawang Paglabag – Pagkausap ng Gurong Tagapayo at pagkakaroon ng
kasunduan sa pagitan nila
Ikatlong Paglabag – Pagkausap sa Guidance Coordinator kasama ang
magulang at pagkakaroon ng kasunduan sa pagitan nila
Paulit ulit na Paglabag – Pagsususpinde sa mag-aaral na hindi hihigit sa tatlong
araw na may mga gawain na dapat isumite pagkayari ng suspensyon
Ang mga magulang o tagapag-alaga ay bibigyan ng paabot liham upang malaman nila ang nangyayari sa kanilang anak sa loob ng paaralan lalo na kung ito ay paulit ulit na lumalabag sa mga alituntunin. Kinakailangan din ang kanilang presensya sa oras ng pagsisiyasat.
Kung ang mag-aaral pagkatapos ng pagsisiyasat ay inintensyong makasakit ng kapwa nya mag-aaral at nangangailangan na matingnan ng duktor o madala ng hospital ang batang nasaktan, ang gastos ay nararapat na sagutin ng magulang ng nakasakit na mag-aaral o batay sa anuman ang mapag-usapan sa pagitan ng mga partidong sangkot.
Ang paaralan ay pinag-iingatan at binibigyan ng proteksyon ang lahat ng mga mag-aaral sa lahat ng uri ng bullying at nararapat lamang na bigyan ng aksyon kung mayroon mang magiging biktima nito.
Sa mga pagkakataong ang mag-aaral ay gagawa ng matinding paglabag sa mga alituntunin ng paaralan tulad ng pagdadala o paggamit ng ipinagbabawal na gamot, ang paaralan ay maaaring humingi ng tulong sa mga ahensyang makakatulong sa mag-aaral tulad ng DSWD. Ang ahensyang ito ang syang magsasagawa ng mga hakbang upang tuluyang magbago ang mag-aaral.
Sa pagkakataon naman na ang mag-aaral ay napatunayang nagtutulak o nagbebenta ng ipinagbabawal na gamot sa ibang mag-aaral ay may katungkulan na ang paaralan na ito’y iderektang ireport na sa PNP sa tulong din ng DSWD. Ito ay isang paraan upang ang lahat ng mga mag-aaral sa loob ng paaralan ay mapangalagaan sa mga taong maaaring humikayat sa kanila sa paggamit ng pinagbabawal na gamot.
Lubhang ipinagbabawal sa high school ang pagbubuo o pagsapi sa fraternity/sorority.Sa pagkakataong ang mag-aaral ay mapapatunayang sangkot sa pagbubuo o pagsapi sa fraternity/sorority ay maaari siyang palipatin ng paaralan upang maputol ang impluwensya sa ibang mag-aaral. Ang mga sumusunod na kautusan ng Department of Education ay dapat na sundin ng paaralan lalo na at ang kapakanan ng mag-aaral ang nasasangkot.

Ang paaralan ay may tungkulin na pangalagaan ang lahat ng mga mag-aaral laban sa lahat ng uri ng pang-aabuso. Malaya ang mga mag-aaral na magsumbong o magsabi sa Child Protection Committee ng tungkol sa pang aabusong naranasan maging ito man ay sa kamay ng guro o iba pang kawani ng paaralan . Malaya rin ang mag-aaral na magsabi o manghingi ng tulong sa sino mang guro na kanyang pinagkakatiwalaan upang maipaabot ito sa kinauukulan.
Makakaasa ang sino mang mag-aaral na magiging pribado ang kanilang pagkakakilanlan lalo na kung ang kinasasangkutang sitwasyon ay maselan upang hindi maapektuhan ang kanyang pag-aaral.
